The agreements shall take into account climate and environmental challenges and set emission requirements for vehicles used under the agreement. Statnett SF will enter into framework agreements with 4-6 suppliers provided that a sufficient number of suitable offers are received. A framework agreement shall be entered into for freight assignments from A to Z, as well as for hiring personnel and equipment for transport assignments and administrative tasks when necessary. The assignments include mobilization and demobilization of equipment. In addition to carrying out transport, the supplier must be able to apply for necessary exemptions, carry out inspections and be able to solve jacking and skidding operations. See Part II Appendix 1 Client's requirement specification for a more detailed description of the requirements and scope of the framework agreement. The contractual relationship between the parties is regulated by the attached framework agreement, see Part II Framework agreement for the purchase of transport services. Tenders will be awarded after a mini-competition between the suppliers on the agreement, cf. FYF § 26-3 (4). The contracting authority will choose which supplier is awarded each individual assignment in the framework agreement based on either the best relationship between 1) Response time and availability to carry out the specific assignment as quickly as possible and 2) Price, or price alone. The framework agreements will be concluded for a duration of 4 years, with the possibility of extension for 1+1+1+1 years, so that the agreement has a maximum duration of 8 years. The estimated value of the agreement is currently 2.5 MNOK excl. VAT. per year, but this is expected to increase to 5 MNOK excl. VAT. per year. The total estimated value of the framework agreement including options for extension amounts to NOK 20 - 40 MNOK excl. VAT. The maximum value of the agreement is set at NOK 72,000,000 excl. VAT. If this total value is exceeded, the agreement will terminate, even if the specified contract period has not expired.
