Data is collected in three main SCADA centers; each one is operated by an independent water company and covers specific areas. An evidence based EnMS has been implemented in Jordan Water Sector since 2019 supported by GIZ. This includes designing and implementing processes and structures for the sector according to the ISO 50001 standard-specific cycle (Commit-Plan-Do-Improve). EnMS is data-centric, where most of the EnMS activities depend on data. Assuming that water facilities static data might be collected/updated once a year, while dynamic data must be always available and collected on a regular basis to identify and monitor Energy Performance Indicators as well as other operational parameters for water facilities and act accordingly. Energy teams conduct data analytics using customized Excel-based tools aligned with ISO 50001 that are designed specifically for Jordan\'s Water Sector. These tools are used to mainly: - Monitor energy-related parameters in water facilities - Establish energy baselines and identify Energy Performance Indicators (EnPI"s) - Validate electric utility energy bills - Benchmark water facilities using monitoring operational KPIs - Conduct Measurement and Verification analysis - Regular review of energy performance and EnMS effectiveness - Develop Quarterly Monitoring Reports (QMR) In addition, the Third National Water Master Plan (NWMP) is a cornerstone in Jordan\'s water sector, aiming to establish a robust framework for rational water resources management aligned with national socio-economic goals. Through GIZ, efforts are concentrated on finalizing NWMP-3 and establishing a Digital National Water Master Plan Platform. This platform, a dynamic tool accessible through the NWMP application, serves various functions from presenting current water sector status to facilitating future planning and decision-making. Additionally, GIZ extends its support to Utilities Performance Monitoring Unit (UPMU) for enhancing water utilities\' operational efficiency and accountability, while also aiding in the development of bulk water management tools and digitalization strategies to ensure sustainable water governance in Jordan. Therefore, it is proposed that WE-DMS shall attempt to provide a strategic and dynamic solution to support gathering, maintaining, analysing and visualizing water and energy data within an integrated data management environment. Transform data into useful information and by this support monitor water/ energy performance indicators, optimize operation and decision-making to improve water/ energy performance and usage is the final goal of implementing the WE-DMS across the water sector in Jordan. Covering the whole EnMS processes as per ISO 50001, as well as the NWMP, the performance monitoring of the companies and the bulk water management necessitate the integration to the existing systems and processes related to water and energy data and aligning them with ISO 27001 and the sector\'s energy-related data governance framework. As per the requirements of ISO 27001:2022, it is essential to consider related information security controls to ensure the confidentiality, integrity, and availability of the data, and the WE-DMS reliability and sufficient performance. The scope of work will be divided into three phases where each phases targeted specific sites (total of 5 sites: three water companies, water authority of Jordan and Jordan valley authority). It is expected to integrate learnings from phase 1 into the phase 2 and phase 3. A parallelization of turnkey implementation in phase 2 and 3 is a must in order to reach the overall project goal on time, ensuring the overall quality of the result. Each phase (1-3) consists of set of work packages, where WP 1 - Kick-off and Implementation Plan: Draft implementation plan, which is presented and aligned in kick-off meeting with key stakeholders in each targeted site. WP 2 - Sourcing of Hardware, Software and Licenses, and Technical Implementation: Acquire hardware and software licenses for the WE-DMS across targeted sites. Set up infrastructure, configure and implement the WE-DMS for targeted sites, ensuring alignment with ToR requirements. Then establish an Intrusion Detection System. WP 3 - Testing & Quality Assurance, Documentation and Training: Provide the required trainings to the targeted staff in the water sector on solution operation, uses, and maintenance. Solution testing and commissioning, as per requirements mentioned in this ToR and relevant annexes.
